It's nice to have more members and more discussions, but sometimes the people you hire (or even for post exchanges) don't even know what they are talking about.
From personal experience and doing a number of post exchange(s), the quality of some of the posters was horrible.
I'd recommend having the staff create multiple accounts and creating a number (you chose) of threads a day and having each account part taking in the discussion. It will generate more discussions within the forum and it will make the forum look active. No one wants to join a dead forum.
And since it's yourself and your staff, the topics should be content rich and it will be on a topic that you know about.

If you do decide to get paid posters, you should do this before you get traffic; otherwise, there really isn't a point. The whole point for these paid posters are to generate content at your website, if you already have a steady traffic income there won't be a need for them since you already have regulars coming to your site and part taking in the community's discussions.
