You can try www.getafreelancer.com to find some cheap VBulletin developers. You can pay anywere from $60 all the way up to $800 for a custom theme.

Also try google there are many sites offering free themes and theme deveopment.

I like custom skinning vb, but it generally costs too much

Anything that could make money I wish i was in on im guess you have to be good with graphics?

There are two versions of vbSkinner: the version Free and the version Pro.
The first one is free and displays a predefined skin, of which you can see an image above. The second one has many more characteristics, like to select skin, to give to the user the possibility of changing the skin, buttons (optional) in the title bar with specific functions: 1) Always on top, 2) Minimize to title bar, 3) Help, 4) Change skin, 5) Personal button.
